Thank you for your interest and inquiry on becoming a CATS Testing Center. Listed below are the requirements to become a CATS Testing Center:

General/Facility Requirements:

  • Testing Center must have at least three operational computer terminals during normal business hours.
  • Testing stations designed to ensure privacy and to eliminate distractions such as noise and glare on computer screens.
  • Testing Center must be open to the public at least 3 days a week.
  • Conform to local building, sanitation, and health codes
  • Conform to EEOC and ADA Requirements
  • Distraction-Free.
  • Quiet and professional testing environment
  • Building and grounds must be clean and in good condition.
  • Interior facilities should be clean and well organized
  • Restroom must be located in the same building as the testing center.
  • Adequate parking.

Testing Room:

  • Testing room should be enclosed, professional, and dedicated only to testing activity during test administration:
    • No test registration
    • No phone calls
    • No printing
    • No applicant check in
    • No conversations other than software/computer hardware instruction
  • Low Traffic area and away from any training rooms (Noise in or around the testing area should
    be avoided)
  • If applicable; insulated walls, ceilings, noise proof door(s), and fabric covered partitions
  • Free of clutter and maintained in a neat and orderly manner
  • Proper control of temperature and ventilation to be consistent and comfortable
  • Free of noise, visual aids, and other distractions.
  • Free of any aviation-related posters or other media that may assist an applicant in answering test questions.
  • Adequate lighting and window treatments allowing testing applicant ease in reading test items, test materials, and computer screen.
  • Smoke and dander free

Testing Stations:

  • Testing Center must maintain, on a continuous basis, 3 operational testing stations.
  • It is recommended to have suitable partitions between testing stations. In absence of parti-
    tions, a minimum of  5-foot empty  space is required between testing stations and arranged so that applicants are not able to view other testing station monitors.
  • All testing station workspaces must be at least 3-feet wide, and the monitor and keyboard
    offset to allow adequate room to use test materials.
  • Comfortable seating
  • Ability to adjust the monitor, keyboard, and mouse to establish a comfortable testing position.



Administration Station (Required):

  • Identification and processing of applicants
  • Applicant surveillance
  • Printing
  • Software demonstration and tutorial
  • Phone support

  • Testing room door must be lockable
  • Testing materials must be in a lockable file
    cabinet or desk drawer.
  • Testing records must be in a lockable file
    cabinet with 61 months hanging file
    folders (current month plus 5 years).

Visual or Video Surveillance:

  • Must be able to clearly and fully view all applicants at all time.
  • Video surveillance must cover the entire area
    and permit the proctor to have clear and full
    view of each applicant and testing station simultaneously on a video monitor.
  • Applicants must be accompanied by a test
    proctor during a break.
  • Recording of video-monitored testing activity
    is not required. However, if a recording system
    is used, the video must be retained for a minimum of 10-business days.
  • A proctor may monitor applicants through a
    clear glass viewing window or wall. Window
    must allow an unobstructed view of each
    testing applicant; and testing stations may
    not be positioned to look out towards the
    proctor or outside of the testing room.

NOTE:Video systems with camera cycling are not acceptable.




Equipment and Supplies:

  • Minimum of 3 computer testing stations and 1 computer administrative station.
  • High speed Internet Service Provider (ISP)
  • Printer
  • Copy machine
  • Scanner
  • Paper, pencils, plastic overlays, dry erasers.
  • Spare printer cartridge an extra toner for the copy machine
  • Adequate supply of good quality paper for the printer and scratch paper for applicants

CATS will provide:
  • Set of 3 FAA Supplement books (except IAR ct-8080-8D)
  • Embosser
  • "Do Not Lose This Report" Stamp

NOTE: Wireless technology is not acceptable and must not be used in conjunction with any testing terminals or test administration activity.

For current hardware: In Windows XP navigate to your start button. In the run textbox, type the command msinfo32

Windows 7/Vista:
For current hardware: In windows 7/Vista Navigate to your start button. In the search field textbox, type the command msinfo32.

For Hard Drive Capacity:
  • Please right click your start button.
  • Left click on explorer
  • Locate C: right click and select properties. The window below will appear and provide you with the relevant information.

No Dual Monitors are allowed
